William "Bill" Fisher was managing editor of the Amalgamated Press' nursery comics, including The Rainbow (1914-), Tiger Tim's Tales (1919-, later Tiger Tim's Weekly), The Playbox (1925-) and their annuals. He served in the navy during the First World War, and retired from the AP in the 1930s. It is believed he and his wife died in a car accident some time after that.
