Richard Newton Chance was born in Lambeth, London, in 1887, the son of a theatre critic who wrote as "Raffles". He became a managing editor at the Amalgamated Press. In the mid-20s he had overall charge of Comic Cuts, Butterfly, Comic Life and Illustrated Chips. By the late 30s he retained control of Illustrated Chips and took over Golden, Jolly, The Joker and Sparkler. He was the father of the writer John Newton Chance, who wrote many stories for his titles. He retired in the early 1950s and died in Surrey in 1957.
