The Fleetway Press was a publishing company founded by former Amalgamated Press editor Harold Mansfield in 1922. It was unrelated to Fleetway Publications, which is the name the AP took in 1959.

Its success was based on undercutting the AP, whose comics cost 1½p at the time, by publishing comics priced at a penny. The Monster Penny Comic and The Golden Penny Comic were launched in 1922, The Joker in 1927. The Amalgamated Press bought the Fleetway Press out in 1928. They cancelled The Golden Penny Comic in 1928, and The Monster Penny Comic in 1930. The Joker continued until 1940.
