Oliver Joseph Jennens was born in Lambeth, London, in the third quarter of 1883. His father, John Bailey Janes, worked for the London City Mission. In the 1911 census Oliver and his brother Ernest both give their professions as religious journalists for a weekly paper.

Oliver worked for the Amalgamated Press, where he edited The Sunday Fairy, later known as The Children's Sunday Fairy, The Children's Fairy, and Bubbles and the Children's Fairy, from 1919 to 1941. He died in Bridge, Kent, in the first quarter of 1963.
