Roland (or Rowland) Hill was born in the third quarter of 1865 in Bromsgrove, Worcestershire, the son of a needlemaker. He was the first British artist to work for Comic Cuts in the 1890s. He was still working as a black and white artist in the census of 1901, but there's no sign of him in 1911.
